New old firm to do Adams payroll

Adams County has switched back to a company that used to handle its payroll after a business it hired last year did not meet expectations.

The county commissioners signed a $93,870 contract last week with Automatic Data Processing Inc., of Roseland, N.J., for payroll processing.

The county has always used a company to handle its payroll, and the deal is not a change from normal practice, Commissioner George Weikert said. But less than a year after deciding to switch the job to Ceridian Corp., of Minneapolis, the county has gone back to ADP.

Officials planned to change to a Web-based system by using Ceridian but encountered “all kinds of issues,” Weikert said. Some issues were the company’s, he said, and others were the county’s.

Ceridian ran a few payrolls for the county that ended up not being as automated as intended, county Solicitor John Hartzell said. He cited turnover in Ceridian and the company’s use of third-party entities for software work as problems the county encountered.

The county had meetings to resolve issues but has not seen results, Hartzell said.

“It’s just been much more difficult and more time-demanding for county staff to try to implement this system,” he said.

The county chose Ceridian late last year to install new software and provide human-resources services, such as payroll, tax filing, direct deposit and other employee-related functions.

The $128,000 price for Ceridian’s first year was to include software and installation. The price was expected to drop to $89,000 after the first year.

The county previously had paid ADP about $60,000 for its services, but county officials said last year the company at that time did not include all the benefits the county planned to receive by switching to Ceridian.

The expected Ceridian system would have let the county input information once rather than twice as it had been between the county’s human-resources and accounting departments.

But the county has not been able to “pull it off” and chose instead to change directions by reverting to ADP.

“We’re not happy with where we are in the process,” Weikert said. “We started in March, and now it’s November, and we’re not up and running.”

The commissioners expect to continue pursuing a Web-based system, only through ADP instead.

“They have a Web-based system also and (can) get us up and running here shortly,” Weikert said.

In a Web-based system, workers will be able to log in to an online “employee portal” and could keep track of their hours there and change information, such as their address, Weikert said. Eventually, they also might be able to personalize their health-care coverage there.

That will give workers flexibility, Hartzell said.

“It could also give them access to information without having to go through human resources,” he said. “So it will be quicker (and) more efficient.”

The county’s human-resources department also will be able to better track information than it can now, Hartzell said.

While several county departments are in the county courthouse in Gettysburg, workers also are scattered throughout the county, such as at the prison. A Web-based system will make the process more efficient for those off-site workers, Hartzell said.

Choosing Payroll Software and Accounting Solutions for Business

You need people to run a business unless you happen to be a one-man-industry. So, if you have employees, you have payments to make, taxes to deduct from the salaries and send the deducted money to the state exchequer. In case of larger establishments, these things are taken care of by the professionals, who are experts in the area, which takes the accounting load off the higher management.

Payroll accounting software holds many features which minimizes manual labor and large amount of paper work. It is the perfect choice to keep track of weekly, monthly, quarterly, annual pay checks, and payroll tax-related forms. It also helps to prepare comprehensive MIS (management information) reports, return forms, transaction entries, utilities, master entries, and graphical representation.

A small-business payroll software manages payroll and taxes in a small business establishment. Now, you may be in a fix as to whether or not your establishment is a small business. The answer is quite simple. If you have less than 500 employees, your business is small business for the purpose of getting an accounting software. In other words, irrespective of how much revenue it generates or the amount of profit you might be making, if you have less than 500 employees, you just need a payroll accounting software designed for small businesses.

This is able to easily integrate with the accounting systems, the general ledger, as well as the vertical business solutions. A lot of the available payroll accounting software has numerous options and can incorporate easily to the present environment you are in.

Executing payroll is a complicated process and involves skilled manpower. That’s the reason why even small businesses have to have full time employees specifically for this purpose. A payroll accounting software reduces the necessity of the payroll executors and makes the whole exercise far smoother, faster and accurate. What is further heartening is the fact that these software are constantly evolving and are getting faster, friendlier and more accurate.
